    The organisation of the change over

    I have placed into effect, an easy change over for the next consul. The save game will be before the end of a turn and has a building list and recruitment already in place.

    In the last year of the term, I acquired maps from Carthage, for a nominal fee. I also have news that we are the Richest people in the world. Although there is constant debate as to whether it is us or the Selucieds of Asia.

    Other than that, I have despacthed our legions, and have more on route to the northern border to form a force to deter attack from the Veneti and Insurbes to the north.

    Other than this, I have killed a handful of rebels and taken out a pirate fleet with our larger(doubled in size but still only biremes) navy.

    Wonderful news Consul!

    The elections are head to head at the minute, I do believe the Nove Optimate candidate is 2 votes ahead of the Populares candidate...

    pity that.


    Here are the Policies of the Nove Optimates, the Diplomacy Act and Subterfuge Act are free for use in the Senate Constitution.


    The Nove Optimates Proposed Policies

    The subsections are ‘Parts’, e.g. The Diplomacy Act, Section 1, Part 1 would be

    “(1)
    Rome should ally herself with all factions that show no hostility towards her, hostility may be the outbreak of war, or the build up of military presence in or within our own borders.”

    The sections below the ‘Parts’ Are “sub-parts” e.g. The Diplomacy Act, Section 1, Part 3, Sub-Part 3.1 would be

    “(3.1)
    Trade Rights with past enemies should be looked for if the enemy has been repelled or is deemed to weak to pose a further threat. If the old enemy is still a threat but is at peace with us, we should not begin trade with them.”



    THE DIPLOMACY ACT
    This section is as to allow Rome a good standing amongst nations in times of war and peace.

    Section 1 Alliance, Ceasefires and Trade Rights
    (1)
    Rome should ally herself with all factions that show no hostility towards her, hostility may be the outbreak of war, or the build up of military presence in or within our own borders.
    (2)
    Rome should seek to heal the wounds of war with an enemy, once the objectives of a war have finished then a ceasefire should be requested as well as a request for Trade Rights, alliances should not be sought with old enemies unless it would benefit the Republic to have them as an Ally at that moment in time
    (3)
    Trade rights are something that every one in position of power should strive for; the wealth that they bring is unprecedented and immortal power.
    (3.1)
    Trade Rights with past enemies should be looked for if the enemy has been repelled or is deemed to weak to pose a further threat. If the old enemy is still a threat but is at peace with us, we should not begin trade with them.

    Section 2 Enemy Alliances
    (4)
    Rome should seek to disrupt enemy alliances, we should do this by striking deals that would cause upset to our enemy and already been allied with a number of powerful nations.
    (5)
    If a coalition of Nations is formed, Rome should actively help its allies by funding them in wars and military aid
    (6)
    Rome should always act on the basis that Alliances are sacred, and if the senate sees fit to break an alliance, proper diplomatic routes should be taken.

    THE REGION CLASSIFACATION ACT
    This Act is to instruct senators on the social and economic restraint on newly conquered regions.

    Section 1 Roman Citizenship
    (1)
    Roman Citizenship shall be extended to all regions below the Alps, up to the southern shores and west, into the isle of Sicily, Malta, Corsica and Sardinia.
    These Regions should be highly developed in Civic, Health, Economic and Military services, and be easily navigable by Legions and Trade Caravans
    (1.1)
    Those cities in the area stated above are given low tax rates, priority in the construction of Buildings and will never be abandoned in a “scorched earth” policy or in the face of greater numbers, or in similar circumstances. The Roman Citizenship can be extended to other regions; it should however have a 100% vote of confidence from the Tribune of Plebs and 100% support from the Princeps Senatus.

    Section 2 Peregrinus Status
    (2)
    Peregrinus Status will be given to all those regions that do not have Citizenship status, a region with Peregrinus Status is a region that is considered ‘civilised’ but does not deserve citizenship status. These areas are the Greek (all cities below the city of Pella, including Pella) mainland, the island of Rhodes and Cyprus, the coastal cities of Asia Minor that are on the coast of the Aegean (These been Nicomedia, Peragamum, Sardis and Halincanarsuss), those coastal cities on the eastern Mediterranean (starting at the City Antioch and stretching south along the coast and ending at the City of Alexandria in Egypt).
    These regions will have more focus on Economic and Military construction, areas such as Greece are a wealth of money and man power that should be exploited – hence why it is in the Peregrinus Status.
    (2.1)
    These cities in the above stated area have the right to be treated with dignity when conquered – they shall not be enslaved nor shall the populace be “put to the sword”. These cities will be taxed to a normal-high tax rate (the choice between the two tax rates will be outlined in a latter section) will be recruitment bases, military bases and ‘last stops’ for Legions on the march.
    The Peregrinus Regions are also those Regions, which will be intensively farmed, mined and those cities in the Peregrinus Regions will become trade centres.
    These regions will be defended, however, to avoid an annihilating defeat or destruction of military arms, Legions will be able to leave these regions.
    Regions not stated as a Peregrinus Region can only be declared a Peregrinus Region when its Income is over 2000 Denarii’s, its population is Loyal and content, it has the backing of at least 60% of the Tribune of Plebs, and the consent of the Censor

    Section 3 Barborus Regions
    (3)
    Barborus regions are those that have been newly conquered in regions that are neither outlined as Roman Citizenship status nor Peregrinus Status will be (by default) become Barborus Regions.
    Military buildings that exploit local auxiliaries will be constructed – little attention should be paid to other forms of buildings and construction
    (3.1)
    These cities and their populations have no rights, they are newly conquered and are at the disposal of the Consul, and these regions are to be used as tools for generating revenues and training Auxiliaries. The towns in the Regions known as Barborus are military forts, serving as a town for a Legion to reside in if there is no fort needed or available.

    (4)
    Provectus Barborus regions are the same as Barborus Regions, but are important for their strategic position (e.g. close to a river crossing) these Provectus Barborus regions will not be abandoned by Legions, as this is where an Invasion will be fought off.
    A Consul must inform the senate if a Barborus Region is declared Provectus, the choice of a Provectus Region is however up to his/her preference

    Section 4 Religious Buildings and Treasuries
    (5)
    Religious Buildings are of not much importance – a consul may chose to destroy, keep or erect a new temple/shrine.
    (6)
    If a nations capital city is attacked, it is a good idea to destroy the Treasury and reap the rewards, however, only if the city is a huge city, destroying the treasury can do such irreparable damage to the cities economy that construction work becomes immensely difficult.


    THE SUBTERFUGE ACT
    This Act is to be used as an outline for subterfuge operation in times of peace and war.

    Section 1 Spying
    (1)
    Spies can be used unconditionally against enemies of Rome. There is no limit upon there activities in wartime. There must be at least one spy attached too every three active legions, failure to ensure this will lead to an increase in risk for military operations.
    (2)
    Spies used against neutral or friendly nations must be of high quality, they may only be used against a neutral or friendly nation with the Senates permission.

    Section 2 Assassins
    (3)
    Against a hostile faction assassins can be used unconditionally in assassination attempts, if the chance of success however is lower then 10% an assassin may not be used. Assassins should be operational on the front lines and in war zones; there should be one assassin to every two legions.
    (3.1)
    Diplomats and high-ranking family members of the hostile nation should be chosen in preference to other targets.

    (4)
    Against a hostile faction assassins can be used unconditionally in sabotage attempts, regardless of the chance of success. Assassins tasked with sabotage should be operational within the enemy nation; there should be one assassin to every two legions.
    (4.1)
    Targets should be chosen with these three taking priority; military buildings, blacksmiths and public services (e.g. sewers, aqueducts).

    (5)
    Assassins may be tasked with either sabotage or assassination attempts – the choice is up to the serving consul.
    (6)
    Assassins (whether they are on sabotage or assassination missions) shall not be used against neutral or friendly factions, only under extreme circumstances and with the backing of the Junior Consul and a 100% backing from the Princeps Senatus may they be used.

    LEGION RECRUITMENT REFORM ACT
    This is a new reform Act, which will bring a set guideline on Legion Make Up, Legion Tactics and Legion Movement.

    Section 1 Legion Recruitment Policy
    (1)
    One Legion may be recruited for every three Provinces under the control of the Republic; every Legion Recruited should have the backing of the Senate in a vote.
    (2)
    The Legion will be reformed so as to make it stronger, the Legion shall now consist of:
    * 6 Maniples of Hasatai
    * 5 Maniples of Principes
    * 4 Maniples of Tiarii
    * 2 Levies of Missile Troops
    * 3 Alaes of Cavalry (including the Generals bodyguard)
    (3)
    Arces Legions are armies that defend cities, towns, villages and man/maintain forts in the absence of Legions. There must be an Arces Legion in a settlement if no Legion is available to garrison there, this is the same for a fort, unless the fort is disbanded.
    (3.1)
    Arces Legions in cities/towns/villages/forts that are likely to be siege should have a standing garrison of:
    *6 Maniples of Light Roman Infantry
    *3 Levies of Missile Troops
    *An optional 2 Alaes of Cavalry and 3 Squads of Mercenaries
    After the city/town/village/fort has been deemed safe, the added Maniples, Levies, Alaes and Squads should be disbanded – in the case of Mercenary Troops they should always be disbanded.

    (3.2)
    Arces Legions in cities/towns/villages/forts that are seen as safe from siege should have a standing garrison of:
    *2-4 Light Roman Infantry
    *1-2 Levy of Missile Troop
    *An optional one Alae of Cavalry
    The size of the Arces Legion is based on the discontent or size of the settlement/fort in question.

    (4)
    The Arces Legion of Rome should always be composed of:
    *2 Maniples of Hasatai
    *2 Maniples of Princeps
    *1 Maniple of Tiarii
    *2 Levy of Missile Troops
    *And 1 optional Alae of Cavalry
    (4.1)
    In dire circumstances the Arces Legion of Rome may be used in open field war – if this occurs the template used for other settlements should be followed (ref. Legion Recruitment Reform Act Section 1, Part 3, Sub-part 3.1).

    Section 2 Legion Campaign Policy
    (1)
    A Legion will be considered either Active or Dormant/In-Active. This will restrict what the Legion will be able to do.
    (2)
    A legion that is refitting (that been retraining, awaiting new maniples/levies/aleas or reequipping) is considered In-Active/Dormant; a Legion that has returned to its Birth Region (the region in which the legion was raised) is also considered In-Active/Dormant.
    (2.1) An In-Active/Dormant legion may not march to war, be garrisoned in a fort or settlement with a medium to high possibility of siege.

    (3)
    A Legion that is Active is one that is in enemy territory, defending territory, stationed in a fort bordering friendly/neutral/enemy territory, peacekeeping in a city or one that is on the march.
    (3.1)
    An Active legion will be one that is expected to respond quickly to a threat or campaign in enemy territory, as well as to garrison forts/settlements with a medium to high-risk level of siege.

    Section 2 Tours of Duties
    (4)
    A legion can serve a maximum of 15 years as an active legion, after which the Legion must return to the Province it originated from, there it will be stationed outside the town/city in a fort or within the settlement itself and remain there for a period of 4 years before been sent back to active legion status.
    (4.1)
    If the legion is marching/sailing back towards its birth region and an invasion is launched of which the Active Legions cannot deal with, then that Legion can have an extended Active Service of 5 years, this decision must however be past through the senate.
    (4.2)
    If an In-Active/Dormant Legion is resting in a Citizenship or Peregrinus region and that region itself is invaded then that Legion will be promoted to active status, the moment the threat has gone, the Legion will restart its In-Active/Dormant phase again.

    THE ROMAN ENEMY PUNISHMENT ACT
    This Act is to outline cases in which enslavement or extermination of a non-Barborus region may be justified

    Section 1 Rebellious Cities
    (1)
    Settlements that are uneasy with Roman Rule are in a valuable tactical position and have an income of less then 1000 denarii’s may have their populace enslaved
    (2)
    If the settlement has once revolted, and has been recaptured the populace may be exterminated if the Consul so wills it.

    Section 2 The Bloody War Policy
    (3)
    It is strictly prohibited for the pillaging of Settlements for means of gold or military gain.
    (4)
    A nation that opposes Roman rule in such a way that the war has been deemed bloody/very bloody, in which two Legions have been destroyed or forced to become In-Active then the Capital City of that nation will become a target and there populace to be destroyed as punishment.
    The Capital City may be completely plundered and if requested have its status reduced to that of a Barborus Region.
