Trouble Loading "descr_strat.txt"

NEVERMIND: I WAS TRYING TO USE THE RTW TOOLS FOR MEDIEVAL II.

First of all, thanks for taking the time to create such a wonderful tool. However, I haven't been able to load any descr_strat.txt file, period.

I am just trying to do some name changes to some of the characters in the "Vanilla" release of Medieval II, but as I said I can't get the descr_strat file to load, I just simple get an error. Here is the text of the error.
