You have to activate the script and once you have achiveied one triumph then if you go onto the senate scroll you will notice that pompeii has full senate backing and you will have the full support of the plebs - then you can attack the other roman factions

When you've conquered Gaul and "cross the Rubicon". I'd have to look at the script if you want something more specific.

When you have done all those requirements on the caesar's trait list?? will the game stop and say you have won or if still follows the old scripted victory conditions of 50 regions etc???

It's scripted to give a victory message. Standard Julii wins video, IIRC.
