Nope, though you can change certain things with how the existing formations work. Now, I'm not by any means an expert on this, so don't expect me to tell you how. Only saying this based on what I've seen done/discussed by the devs.

You need to edit descr_formations.txt and change one of the present formation there with yours ,but im no expert on that so i can't help you .....
There is some numbers that u need to edit in order to get formation that u like.
