Hotseat campaign bug

Hi, I have a problem. Playing hotseat, even if I choose "manage alla settlements" option before I start the campaign, after few turns all my settlements begin to auto-manage them selves. Can anybody help me?

Not a bug, you need a general inside the settlement. You can still uncheck the auto manage button to manage it yourself on a settlement by settlement.

I do know, thanks. But if I choose "manage all settlements" option before I start the campaign, generals should not be necessary to manage cities, as it is in a single player campaign and as it was in Rome. Am I wrong?
