Ok for thos people who dont know how to mod this,here is the file
just copy it into the data/world/maps/campaign/imperial_campaign folder
and play it

Remeber to Back up your files,i didnt tested it,but i am sure that it works

whats the point? the unlocked factions lack elite units.

I have deleted this mod, (of course this is great mod, but it is still beta, main bug is names generals) and I fount new mod BARBARIANS REVENGE 2, this is realy super mod, but russian, but I know russian better than Engish and it is not problem for me.
