Not very obsecure, but Breed 77 are quite underrated.
They are a fusion of rock, metal and flamenco from Gibraltar.

Van der Graaf Generator is underrated.
Agent Orange and Gray Matter are underrated punk bands, and Psychotic Waltz is an underrated metal band.

Whenever I hear "under-rated", the German Folk-Melodic Death Metal band Suidakra come to mind. These guys have better music than anyone inside their main and sub-genres yet it seems that very few people actually know about them. At a time when people are mixing Hardcore elements with Swedish Metal and calling it "metalcore" and feeding it to American children, Suidakra are a true Metal band with unlimited capabilities.

I think Magazine deserve more respect, also.
And I've probably gone on about this before here, but I personally rate the Beach Boys higher than the Beatles - and while I know I'm in the minority and I'm not expecting everyone else do the same, I think the Beach Boys deserve more respect in the public eye. Seems that a lot of people see shite like Kokomo and then forget Pet Sounds or Surf's Up ever existed.
