why only the Byz can build it?
what happened if the others conquered Byz region that have highways? will it also give the same bonus?

Only The Byzantines can build them because they are the heirs to ancient Greece and Rome, they carried their high standards of hygiene, infastructure, culture, knowledge and learning, military traditions, and civilized ways for 1100 years.

And yes, the conquerers receive the same bonus for them, despite their historical neglect of Byzantine ways.

The very word Byzantine, emanates with the glory of ancient Greece and Rome. A very fusion of the two greatest civilizations that ever ruled on the Earth.

Well I think the middle ages had actually pretty bad infrastructures and there weren't anymore roads like in the Roman time...
And as gr33kp1mp already said, the Greek took over some technology from the Romans and they were probably the most advanced people in this time.
Therefore I think it is more realistic that only the Byzantines have the availability to build highways..
