Thats no good need the actual file you're trying to load into the game, that zoomed in bit has 1924 colours, not 3.

1,1,1 isnt a valid colour for the ground_types map, thats not causing your problem though, the game should load with that. The game dumping you back to the main menu is usually a problem with text...

if your saving the three files from the same one the sizes arent going to be right, ground types and heights need to be 2*+1pixel the size of regions in both directions.

You should be asked what format when you save the file. If theres anything in the alpha channel (transparancy) use dxt5, otherwise use dxt1.
