No the French cannot recruit units from settlements but they can hire mercenaries. We can change that for the next version but I figured that 12 or so elite stacks that spawn are challenging enough....

Charles IV was also King of Burgundy so Bohemia could recruit Burgundian archers in 1345 campaign. Some of the texts have not been updated for the changes in 1448 campaign

No sorry this was meant for Cro-Gamer, it's a fix for Tsardoms 2.2 not Fall of Constantinople. I'm afraid you'll have to reinstall the mod

Those wagons look crazy :D They are coded as elephants so they might behave strangely from time to time

It seems to be very rare, probably because of the very narrow terrain and lack of room around the city. Make separate saves on turn 21 and 22 and revert back if the game crashes the next turn

Yes I think I know why, they used to be a mercenary unit now they are a regular and they didn't have barded horses previously. They work for Poland, they might be missing textures for some other...
Sounds like the papal_states crash. Were they destroyed?
In custom battles moldova, austria, bavaria, hungary, cilli, bohemia and poland. There are a few more factions that can get them via Hussite mercenary events.
No such script exists for M2

Siege of Constantinople happens in every campaign except if you're playing as Ottomans. It won't activate only if the city was already in Ottoman hands by then. Mehmed spawns on turn 22
Not sure what happened there that would cause a crash. Does it always happen when you reload your save? If so maybe the only option would be to move one of those armies away via the console

Yes we use the last level for unique settlements, it's very simple to implement. The downside is that regular settlements cannot be upgraded to the last level but it's worth it.

in Tsardoms .cfg file set the "disable_arrow_markers = 0"to 1. As for the cursor just don't hover them over any units when doing screenshots and the text won't show. The cursor itself is not visible...
