Absolutely agree with the OP. Though ships should raise their sails when initiating a fight. While they sail towards their targets, those sails should be down and CA should bring back the wind system.
In Rome II's case it would be anachronistic and historically inauthentic to have 5th century factions fighting those from centuries before.
