    Are you using WIN10? This seems to be a new bug(s) and as Windows 10 are beginning to get common these bugs seems to have shown up. Windows 10 works different than Windows 7, Vista, XP or 8.

    Yes, you can use the advisor for this. Send a diplomat to the dwarves, put cease fire on the table, go to the advisor and click "show me how". Close the advisor and give the dwarves the deal.

    1. Halls of Kings
    2. Reforming Arnor
    3. Enough Dunedain culture
    4. High enough barracks/stable level
