BB4.36 includes an older version of Western unit overhaul. I would recommend installing the newest version on top of BB4.36.

According to Alpaca's script-o-rama, for AI factions difficulty is always set to Medium. This could explain it. I had similar problems when using multiple levels in a single event_counter (1 to 4)....
