Thank you, this was just what I was looking for. I'll only make the gates and walls a tad tougher than they were in vanilla. It's just not fun to play with the Darth Mod settings IMO.

I don't have any mods installed but maybe your problem is caused by too rapid growth. Seems to me that the faster the population growth, the faster squalor increases as well.
