You need the resource files first. Otherwise as good as impossible. I think Sara was going to release the resource files for the Assembly kit. Than you can easily add new factions + emergent ones.

I use ntw horses (from N&SII mod). They work fine. I am planning to add more horse types (and hopefully other animals).
I agree that Shogun 2 (and Fots) have more content cut out than ETW/NTW and is lesser diverse in factions. But damn do i love that game. I am actually trying to add those features back in to the game...
