    Why not just make everyone with 500 posts and 6 months membership (and no points) a citizen automatically (on request)? Then give a special badge for actually rewarding long-time curial contributors,...

    While in a different part of the Constitution [Section III, Article iii], this covers it (they should be private). Remember the Constitution is also living, and the spirit of it would apply here.
