A quick suggestion cut down on the coding thus:
monitor_event UnitTrained UnitCategory infantry
and SettlementName Bree
and FactionIsLocal
console_command, add_population Bree -150 ...
Seijika-san: If all the units from my Angmar mod are in here, that would include several for Eriador/Arnor.

leo: IIRC it spawns the new units when the assault is declared, and removes them after the battle. So the issue you describe should not be possible with this script.
