    Playing as them too and I'm having trouble with god damn Carthage. They have a 20 stack fleet with ranged units and there's no way to beat them. Frustrating as :wub:.

    Aah, got it. Thanks. Wouldn't it make more sense to keep urbanisation squalor only in the big cities, though? Arretium is just a minor settlement with like 2 buildings. Shouldn't be affected imo.
