    if I was to take a guess, I'd have to echo what the Totalwarcast guys said and that it's an AI thing. Give the AI less to have to compute with and the easier its job is and more successfully it can...

    This has been the case for Legendary in all Total War titles, though I agree with your sentiment. I'm not sure of any game that truly ups the AI and such on harder difficulties.
