I think it's very likely that the VC faction will field skeleton archers, despite their absence in WFB. I doubt they'll borrow the aesthetic of the TK unit on the tabletop, though.

The Undead faction, as far as I can tell, will be based on the Vampire Counts army from WFB so is unlikely to field either human troops or units from the TK.

Remove their "no_custom" attribute in the EDU, and they will appear in custom battles. You'll have to add a line for them in EDB if you want to recruit them, however.
