If you are wanting to install RS 3.1 as seemlessly and easy as possible just give this video a watch. Was easy to follow and worked first time. I have never had that kind of luck with any mod. Works...

Diocle found a solution that works for me. Should for everyone experiencing the same problem I was with Windows 7 or 8. Reinstalling RS II now... Will report back if there are any other problems.
