It seems like if you fighting against 2 armies only one army will engage. The other army just stands far back and does nothing. I think this also happened in 2.35

I'm playing as the Romans and it happened now the third time that the carthagians besieged my town with some elephants. When they attack they only use ladders and towers, but no rams or elephants....

Enemies wont attack sometimes
This happened to me three times. I get attacked and on the battlemap the enemy just stands there and won't make a move. The time runs out and I win the battle.
