I suggest you play with Seleukos' AoH submod. It does a very good job of balancing the various powers of a DEI campaign, especially in the central Mediterranean.

Using the AFP submod I noticed Xvarazm was under the Skudat cultural category and is given Saka-like faction traits. But when playing as them they are definitely a Arzah-Bum Parthian faction.
I like the idea of their background, their look, and they allow Rhodes to bring another unique unit to the League.
