In my games too, usually Celtiberians are fooling around, sending and recalling their stacks, Carthage is seemingly passive in Iberia.
For example I can produce Pontic Spearmen and Cappadocians in Southwestern Anatolia, as part of a some kind of a local recruitment system which I can't check right now.
Another question, is the current AOR temporary until further units are added(so there wouldn't be very few units in a region) ? because I'm seeing some irrevelant units in some irrevelant locations.

Most likely, this is the unique part about that faction. Current rosters are quite basic, I hope we get a new unit patch soon, new units, some new buildings, missing descriptions, bug fixes and AI...
What will new major patch will contain of ? so far game only has lack of more units and some minor stuff like missing descriptions and unit cards, will you divide the planned units batches ? like 50...
But everything is else is ready ? I mean if problem is fixed you can instantly release ?

I think unit selection in EB custom battle was kind of chaotic, for a person without good knowlodge it was hard to find factional troops or arrange realistic armies, how is it going to be in EB II...

Yes I was aware of that it was probably not Turkic in origin, I was just wondering if that "Saka Yabgu" would shed some light on its origin :)
I saw a region named "Saka Yabgu" , what does "Yabgu" stands for ? because same word was a title in Turkic.
