IMHO, a vital part of a good gameplay design is sticking to healthy minimalism. An overlbloated array of units would desorient the player, make development less maintainable, make recruitment tab...

Also, the Safavids already have qizilbash musketeers, that are technically already claiming the niche that jazāyerchi are supposed to be at. Maybe it could be a bit of an overkill to introduce both....
