It's not really a "conflict" because Radious changes the same things that I do (i.e. more skill points per level). TTT gives 2 points per level, while Radious gives a lot more than that per level...
Newt is right. This was in the patch notes for v.1.6. CA vanilla bug, as the proper range increases are not happening unless you raise it to x100 values. Actually, the same thing with the corruption...
There's no reason why it shouldn't. In fact, I recommend using a TPY mod with TTT.
What other mods are you using? And how is it not working? Crashes? Or just no changes?

Not sure what you mean by "perk" (e.g. skills? traits? ancillaries?) but there is an effects bundle for negative enemy morale. I'm using it with TTT for the "Dread Commander" line of skills.
Sorry Milkyway487, there is no instance of a trait/effect/skill that increases generals' HP, only bodyguard morale, personal attack, and evade/wound change vs. agents.

Lots of people are able to play with TTT and STIM.
Do you have any other mods alongside these 2?
It actually goes alphabetically, I believe.
So if you want a certain mod to overwrite the changes of another (i.e. loading it last), renaming to Z-mod or something would theoretically work.
