Shogun 2 was rushed as well, but possibly not as much as Rome 2. I think selling out to Sega was a big mistake, and possibly one which will prove fatal in the long term.
A large expansion, a la Barbarian Invasion, replete with period appropriate units. More features, not less.

There weren't actually many 'big fights' during that era. Decisive pitched battles usually resulted in casualties which would make further battles extremely difficult, if not completely impossible.
