It's pretty clear that the Tocharians were part of the whole Scythian/Sarmatian/Xiongnu culture, or at least it was the most influential external culture, so maybe a faction could be based on that...

I usually play with my armies spread as thinly as I can manage. I can't trust autoresolve to exploit the AI every battle, so I never use it.
