I think he means the notification 'War Target Available!' and then I'm not sure what to do as searching in the encyclopedia turned up nothing. I had a client state.
Baktria would be another good one. There are a lot of cultures nearby and it would make for a fun game. Too bad the edge of the map looks so 'bleh' though.

Yeah, my initial reaction was muted due to me not having any idea how regions worked and building the wrong things. But as I figure it out things are getting better and the game is all I'm thinking...
Patch fixed something I ran into, so that's cool. Hopefully the turn length will get reduced soon but I think optimization for less turn time takes a bit longer than a few days.
