No, they are not spawning in legendary difficulty and many players have reported it already. It was a huge oversight.
I regret preordering the game. Bugs like your units not pursuiting routing enemies, broken auto-resolve for Skaven and naval battles and rogue armies now spawning in legendary difficulty are...
I was blockading Carthage and they attacked me.

I loved the fact that Carthage has a super annoying navy and if you wanna conquer them you have to beat them at the sea as well. This is not only historically correct but also something I haven't yet...
Do you guys plan to change how rebellions work at aome point? the system from Vanilla is so bad.
Custom battle was a bit weird but the campaign has been amazing. Loved the mod, thanks.
I don't know if i did something wrong but i just installed 1.2, played 4 custom matches and got 4 heroic victories. The Ai is too passive and will allow me to do whatever I want.
They are more likely to sack instead of raze if you have troops nearby.
I found it fun with VC, easy with dwarfs, cheap with the Empire and completely retarded with the Chaos hordes.
I haven't played it and I'm not sure if will. The direction in which the series is going is far from what I think it should be.
My main strategy with Rome was going almost full legionaries in a triangle formation and then invert the triangle to flank the enemy. The AI doesn't know how to deal with it.

You say that because you haven't played as Junia. 100 Turns in I was already filthy rich.
Shogun II> Attila> Medieval II.
I love small, detailed maps like sengoku japan, guerrilha spain in Napoleon and Britania in Medieval II. Huge maps like in Rome II are so boring.
I loved Attila, so far i played over 200 hours of it and finished 2 legendary campaigns, but one thing still puzzles me: The length of the Grand Campaign is so massive that I'm not sure if CA either...
Have you ever seen a balistari shoting from behind a barricade? They can anyhilate 5 or 6 units before they run out of ammo.
Oh God, thank you, the uar warriors were so broken.
I almost didn't come back after Rome II, i'm glad i did though, WRE legendary is so good.
What CA needs to come back is a game like Shogun II, i mean, something that is small enough to be...
This has been a problem since ROME II.
I hope the game map and campaign duration are similar to Shogun II, i didn't like how "unfinishable" Rome II was.
Never finished too, the campaign objectives are ridiculous.
Basically Empire was a buggy game, but took the series in a good direction, Rome II is as buggy as Empire, but took the series in a dumber direction.
Same here, i want the next game to have a smaller and more detailed campaign map.
Ai sieged me with 4 ladders and i burned all of them. In Rome 1 it was much harder to burn ladders, even towers were more resistant.
In general i think the game is good right now, but they must...
I want short campaign back.
Nomads are beasts.
Campaign objectives are ridiculous, i've been talking about it since the game was launched, but no one seemed to care about it other than me. Weird.
Easiest faction ever.
It doesn't help siege ai.
Siege AI still a problem.
Empire was buggy but the core of the game was much improved compared to previous games, many parts of the game received major improvements like diplomacy, economy, city management, revolts, trade......
I think the player should be allowed to build walls anywhere he wants, but it should be very expensive.
The game is not hard to fix, if you search for players requests on other topics you will note that most of them are asking for simple changes like removing torches, more diplomatic choices and guard...
I believe the progress with barbarian factions should be much slower, it's unbelievable how fast you can conquer the entire Europe with a faction that should waste most of it's time with civil war,...
I played 3 campaigns.
Suebi and Carthage are ridiculously easy, Epirus has a challenging start.
The problem is with the economy and the recruitment system of the game. Historically legionaries were not better than berserkers or Oathsworns, the advantage of Rome was that it had many legionaries...
Take Athens asap. Wait and let Sparta suicide thousands of troops at your gates.
GG.
Spears are always great.
