    Personally I disband units after each war as Romans in early stages did not have standing armies, also makes it a little more challenging going up against veterans with fresh troops.

    I do believe I've just had it come up, It's the first reform for the Greeks isn't it which came up I think around 259bc I think as Rome. I'm sure they used to be available before that before though.
