There different...not really better. Base SS game do meloo's fixes, SSHIP submod/mod overhaul has its own/similar fixes. Both stable and 'up to date' although SSHIP is still being actively worked on...
the submod section has turn per year mods, meneths, bgr, standalone (4 turns iirc) that might help as a baseline/example. Use the search function.
bgr IV is in the base SS mod/install. As far as I know the standalone (add to other mods) files for bgr IV are gone. I asked about them in this forum a few years ago and no one had them.

its a single core game. New laptops are built for multi-core and low power draws (i.e. longer battery life) which MTW2 can't make use of. So, usually the game runs worse on newer laptops sadly.
