I think it has to do with this new 1.52 Steam version of the game. On CD-version (1.05 was called, iirc) things were a lil' different, just one example - the Pope called crusades mainly on Jerusalem...
I prefer to keep them at low until my towns develop to huge cities (raise them only if there is a financial emergency and only temporary), after that I set them as high as the public order allows me...
