In my own build I've reduced all elephant prices and upkeeps to half and it works a lot better now. Imho . So at the moment in my game the African elephants cost 2500/4000 and the Indians 5000/75000....

Iirc you can only recruit factional.governments outside of your initial lands after declaring independence.
I believe there are three sparabara type units in game but are native parthian, armenian and Arab, not exactly persian. I would like to see a Persian one too, maybe as to hold the Kardakes spot...
IIRC in my late Baktrian campaign in Persepolis the only iranian units I could recruit were javelinmen and slingers, but I think it had to do with the high levels of Hellenistic culture.

You can also charge without stopping as long as your unit has good cohesion and have enough distance. Also beware of dificult terrain (rocks, trees) and friendly units that might slow down your unit...

I think the charge values that appear in the unit cards belong to the primary missile weapons and not to the melee charge.
I do have mixed feelings about the prec. It's great for Gallic furor type...
They are not only faster - they are MUCH faster... No more cleaning the dishes and doing other tasks while waiting for the turn to pass.

The turns are much faster, economy seems better balanced, there are a lot of interesting new traits around and battles look a bit harder (through that's probably just an impression).

In my current Baktrian campaign I built an Metropolis like more than 20 turns ago and I haven't earned any colonists from it. Isn't it supposed to produce colonists each 16 turns?
