That suggests your suppose to add those armored guys to your legions like u'd attach veterans. Maybe both co-existed or only for special legions i.e. dacian campaign.

Bought Attila a few days ago and it's pretty nice out of the box. Started a new campaign as the ERE and pretty much ditched Christianity on turn 1

I hope this can be fixed with mods eventually, makes no sense strategically.
While i have no love for Carthage, fact remains when they do well u get to kill more of them -- and Rome starts with a salt resource, guarantied satisfaction :)
Maybe install DeI. So many mods...
