    It has to be voluntary, otherwise if a person isn't interested in running it/doesn't have the time nothing will get done even if they are appointed.

    It revolves around the patronage system on TWC. Basically, any member with "de Bodemloze" has become a Citizen through the patronage of another "de Bodemloze" who was already a Citizen.
