That's how things worked in RTW. You can use this to you advantage to "controll" your vassal states once you get lots of money. Offer to give them something like 500,000 (what would now be florins)...
In RTW a protectorate will "betray" you if you go to war with one of its allies, and I imagine that it's the same here. Before you get a vassle, check to see who it's allied with and try not to go...

I'm not sure that it's a problem with the AI because I've had rather good experiences with it so far. When I'm the attacker (as Spain, most recently) the AI (France) usually comes out to attack me...
I think it's the French king. You've included the King of France but you don't have any General unit in your French army. I had the same problem earlier today and that fixed it for me.
