It's not faction wide, you can only upgrade units if the city they are in has the Mithril Armoury. ;) so say Dwarrowdelf has one but Erebor hasn't, you're only going to be able to upgrade the troops...
You still need to build the Mithril Mines before you can build the armouries, and that requires the Chamber of Records as a prerequisite in all cities anyway.
That's correct, get the mithril mines, and make sure you have a chamber of records in every Dwarf city and you can forge to your hearts content.
