Well, that's a sub-product of the basic Rome-II issue: you can't manage garrisons.
If i could create unmovable garrison armies in any town, i would be happy.

1. Order melee infantry to move to enemy unit (with right mouse button+drag formation over enemy unit position).

Found a bug.
Not sure if it is a STIM bug or CA bug.
Often unit without attack order but in combat does not affected by fatigue at all.

Yeah, cycling reserves works, but when 2 exhausted units fight head on it feels a bit unrealistic.
Maybe it will help to increase penalty to defense while reduce penalty to attack?
Most units have defense values larger then attack one, so with similar penalty to both attack suffers more.
As you with, i can always mod it myself.
And with low kill rate and high fatigue units became exhausted quite fast, and tend to fight in that state till the end of the battle.
P.S. I'm not sure, but seems to me that Rome spear units tire...
I think Forced march/Double time bonuses must be reduced or penalties must be increased over time.
Triaries vs another spear unit for example.

I'm used such a mod, it definitely make games more fun and less tedious.
AI agents are just continuous nuisance, while spending a lot of money on them make...
