    The Syrian government doesn't have a lot of manpower left. It makes sense for them to not want to lose many soldiers. Rebels have some manpower to expend.

    Its a drone. Patriot missiles aren't very effective at shooting down small drones. Not surprised they missed, but it seems like they could have used something more appropriate, like a MANPAD.
