    Armenia or selucids technically have the strongest infantry but due to population issues you can't recruit them. I think the gauls or thracians have the second best spammable units.

    Yes, just to promote the illusion of a willing coalition of greeks. Athens/Macedon contribute most of the elite units, but basic hoplites/slingers/etc from all over.
