The Total War series isn't declining, it's just moved away from needing forums to support modding for its newer games, which is why you can still download and play mods for an 11 year old game.
It's been shite for quite some time, part of that is probably the diminishing popularity of forums, the others are more to do with the people who visit and run this forum.
