    It was an example. I'm saying that maybe one of your factions is not on the map yet, like Mongols and Timurids aren't in vanilla, which would explain why you're only getting 30 PFTS's per turn...

    Not necessarily. If a faction isn't on the map then they don't get a turn so don't get a PreFactionTurnStart. e.g. Mongols and Timurids in the Grand Campaign, before they emerge.

    Only Gondor and Dwarves can build a Master Armourer. The only way for any faction to get one is by letting AI Gondor/Dwarves build one and then take that settlement from them.
