It's not just the stats though. Dwarves can churn out their heavy infantry faster than the equivalent units of other factions can be produced.
You could just rename Northern Dunedain to Kingdom of Arnor if you really wanted.
Then when you're established and churning out your top tier units, it'll be as if you've reformed Arnor .......
