to be totally logical, the only groups who exercise veto power are appointees of ON and in effect ON's veto is delegated to the Basileus (by himself) and the senior staff (2/3 of them required for a veto)Quote:

sorry, edited my post to make it clearer. Basileus effectively = ON for TWC so has ON's full delegated veto for themself. Senior staff need a 2/3 vote (Exarchs & Strategoi) to veto.Quote:
