If TNS or Wars of Men runs smoothly on highest settings on your PC, then Dominion of Men will also run smoothly.

Also, what program is used for by modders for creating new skins/units?

For unit skins, you can use any graphics program that has all necessary functions (brush and mask variants, layers/objects etc.) like Adobe Photoshop, Corel Photopaint or Gimp (the last one is free, download it from the net).
For unit models, you need a 3d modelling program like 3dsmax. You also need the .cas converter (for max) to convert the model files into the format used by the game engine (.cas). 3dsmax is expensive (apart from a free trial), but you can also use blender - it's free and a bit complicated at first, but it has everything you need to create 3d models and uv-maps, and there are lots of tutorials on the net. The .cas converter works for max, not for blender, so if you are using blender, you need someone with 3dsmax who's kind enough to convert your models. If you use blender, I recommend exporting them as wavefront .obj files before sending them to someone for conversion, since this saves the uv-mapping accurately and does not triangulate polygons by default.

I've been too busy lately to do a proper preview of the non-gfx department of the mod, so here's a little something for you.

- Reunited Kingdom: Black

It's not "Gwathlo-people", but other than that pretty good. Plus the one that doesn't make an appearance on that map.
EDIT: That's better. However the emergent faction list is quite off (though we did consider a Valinor faction briefly, but then it was replaced with a Smurf faction, which was subsequently dropped due to hardcoded reasons having to do with pea-catapult animations).

But that was the hind I needed: The Wargs will form a nation, and armed with buckets, brushs and rollers will cover the world in darkn... eh PINK!
Anyway, I hoped for more regions and rebel settlements. This setup will immediately result in war with the nearby factions.

Where would you have more settlements?
I personally prefer fighting against other proper factions instead of rebels with different units.
