(If you look at the other one, that wasn't me, my computer was taken over by my cousin, one thing lead to another, and I don't know how to delete.)I am using the Prussians and we are starting <i>in media res.</i>I am doing this right in the middle of My Prussian Campaign. <br />

They call us a Republic now. A republic by the people and one of the few of its kind in this world. Our enemies encircle us, our allies have abandoned us because of our new system of government. We are literally, in a sea of enemies. With the Swedes to the North, the Polish to the South, the French and the Spanish to the West, we have no one to count on besides a sea power that refuses to go to war, two city-states that will surely betray us, and ourselves. <br />

For we are Germans. Not just Prussians. We will unite Germans from Munich, to Hanover, to Savony. We will rule our ancestral lands with a fair hand and have a government that represents all true people not just the rich and the nobility. We have deposed the old regime and have implanted a new one. <br />

My name is Frederich Von Stuben. I am just a lowly captain in the new Army, having been part of the Prussian Army from its campaign from the defense of Berlin against the French, the war against Courland, the battles against Poland, and the invasion of France. We are control of all of Prussia, uniting for the first time in hundreds of years. But we are few. Our enemies are many.<br />

			<title>The Prussian Republic - Participatory AAR All Can Participate!</title>

			<content:encoded><![CDATA[<div><span style="font-family: comic sans ms"><font color="#696969">Inspired by the idea of Kybrothilian's AAR </font></span><a href="http://www.twcenter.net/forums/showthread.php?597381-Concilium-Britanniae-participative-AAR" target="_blank">Concilium Britanniae participative AAR</a>,<span style="font-family: comic sans ms"><font color="#696969">I hath decided to write my own participatory AAR using Empire Total War with Darthmod, Casus Belli, enlarged flags mod and the Additional Units mod.  Because I couldn't decide on a faction to play, I have decided to let the readers vote.  I have excluded all Islamic factions, Indian factions and Native American factions because I cannot play them effectively.  Protectorates have been excluded because I do not want to deal with that issue.  Republics have also been excluded because the setting of the participatory part of the AAR starts when the faction becomes a republic after a revolution.<br />
<br />
So, what are the details of this participatory AAR?  Simple, every participant is part of the council that rules the faction.  In the new government, the legislature is very powerful and deals with all sorts of things.  As members of this legislature, you can decide the faction's policies.  To do this, all you have to do is propose a motion (what this could be followed later), and if a majority of participants agree within a certain time span (say a few days to a week), then the motion passes and the faction will enact that policy.  If it fails, then don't worry, you can try again at a later time.<br />
As the legislature, you can propose motions to decide the factions policies.  What you can decide are as follows<br />

-Tax Policy.  You can decide how high or low the taxes on the country will be.  If you want a different tax policy in your colonies you can also decide upon this.  Furthermore, you can decide if certain regions should be tax exempt.<br />
<br />
-Recruitment.  You can choose to recruit certain unit(s) and where you want them recruited from.  This does not mean you can only recruit one unit per motion.  In fact, you could even propose the construction of an full stack of army or naval units.  However, if you do so you must be specific on which units are to be recruited and where they are to be recruited from.<br />
<br />
-Construction.  Though I will control the faction, I will not build any buildings, walls or roads unless the participants vote for it.  So, if you want to have the dirt roads upgraded to cobbled roads, a motion must be proposed.  The only exception to this is during a war.  In a war, if an army is on campaign defending one of our regions, if the general wishes to build a wooden fort in the field and if we have the funds, he may do so, but he cannot upgrade the fort to a stone fort.<br />
<br />
-Wartime policy.  For wartime policy, the legislatures authority is rather limited.  It can decide to go to war, make peace, choose the makeup of an army for a campaign, recruit a general and choose which region the army will attack.  However, once the campaign in the region has started, the legislature cannot decide which areas in the region the army will attack, that is up to the general, though if the legislature does not have the intention of having the general capture the region, the general will not capture it.  In addition, the legislature can call back the army if need be (though the army could also do this).  Finally, if the army receives casualties in the field, it is up to the legislature to approve whether or not it will receive reinforcements.<br />
<br />
-Diplomacy.  The legislature totally dominates this aspect.  The legislature can decide who the faction allies with.  Which faction it goes to war with.  What deals the faction makes to other factions.  The only thing that is off limits is that which ETW does not already allow.  However, for diplomacy, depending on the circumstance, the period for voting on the motion will be shorter.  Examples, if an ally is attacked and I receive a message of whether or not we should support the ally, the legislature will be pressed for a decision.  Another example is if the legislature passes a motion to extend a deal with another faction, but that faction does not like the offer the legislature makes and so offers something else.  If that happens, the legislature will need to make a decision on whether or not to accept the counter offer.  NOTE: The only decisions I will make on foreign policy are those that have been approved by the legislature.<br />
<br />
-Ministers.  Despite the republican principles of our faction, we all know that the people can hardly make the best decision when voting in a Finance Minister:surprise:.  As such, the legislature can decide to move around current ministers to different posts.  In addition, the legislature can vote out a minister (I would say ministers but you can only throw out one minister per turn).<br />
<br />
-Technology.  The legislature can choose which technology to research.<br />
<br />
-Rakes, Missionaries and Agents.  The legislature can choose where to send these units as well as what their mission will be.<br />
<br />

So those are the duties of the legislature.  My duties are performing the motions of the legislature, informing the legislature on current events (wars and such), predicted treasury by the end of the year, performing the battles/military operations, and doing everything else expected in a normal AAR.<br />
<br />
To encourage longterm participation, all participants have something called influence.  When participants first start out, their vote counts as +3.  However, depending on the actions of that participant, that vote can increase to become a large number or it can decrease to a minimum of 1.   The influence is to be used to represent the votes of NPC Councillors.<br />
<br />
When deciding which proposals are to be passed, it is best to make your decision known.  Especially since if someone makes a proposal and no one says anything regarding support or opposition to the proposal, the proposal will be considered abandoned.  Thus, proposals need at least the support of two users to pass, regardless of their influence.<br />
<br />
Finally, every participant gets a free motion to recruit any unit (some units will be excluded from this) they wish and the name of the unit without worrying about whether the rest of the legislature will approve or not (of course this all depends on how the economy is doing at the time).  Furthermore, depending on the actions of a participant they might receive a free motion to do a certain action.<br />
<br />
Lastly, the elections in the game will have an effect on the participants.  Using an equation, I will determine whether participants win or lose the election.  If they win, their influence increases.  If they lose, their influence decreases to a minimum of 1.<br />
<br />
The plan for this is to play, for now, on weekends.  The legislature will decide the year's policies (two turns).  I will report back the events that occurs in those two turns.  The game will hopefully start this weekend, the vote for which faction will be played will end this weekend.  Please vote only for 3 factions.<br />
