Downloads: No more gate torching

This is a quick and simple mod that removes the ability of units to torch gates. You will still get a cursor to use torches on gates, but clicking it will only move your units to the gate (so they can get pelted by arrows). They will not be able to throw torches to set fire to the gates any more (in other words, don't do it).
